WhatsApp is testing a monthly limit on messages sent to people who don't reply. Announced on 17 October 2025, it covers individuals and businesses and counts the messages you send to someone until they respond; once they reply, those messages drop out of the count. WhatsApp hasn't published the number, and a pop-up shows your count as you get close.
Below: what WhatsApp actually said, what counts and what doesn't, where the test runs as of October 2026, who is likely to hit it, and how people who message unsaved numbers, sales teams and businesses can stay well inside it.
What WhatsApp announced in October 2025
WhatsApp told TechCrunch on 17 October 2025 that it would curb how many messages individuals and businesses can send to unknown people without getting a response. The details it gave:
- The limit is per month and applies to personal and business accounts alike.
- Messages count unless they get a response. TechCrunch's example: meet someone at a conference, send three messages with no reply, and all three count.
- There is no published number. WhatsApp said it was testing different limits.
- As you near the limit, a pop-up shows your count, so you can stop before you are blocked from sending.
- The test would go live in multiple countries within weeks. Average users won't usually hit the limit; it is aimed at people and businesses that blast messages.
It followed WhatsApp's monthly cap on broadcasts, which it began testing in March 2025 and which its help centre now lists at 35 free broadcast messages a month in some countries. The two are separate limits; the broadcast limit guide covers the other one.
Which messages count towards the limit, and which don't?
WhatsApp's announcement was brief, so some of this comes from reporting on it and from WABetaInfo's reading of the Android beta. The source is given for each row.
| Situation | Counts? | Source |
|---|---|---|
| Messages to someone who hasn't replied | Yes, each one. Three follow-ups use three. | WhatsApp, via TechCrunch |
| Those messages once the person replies | No. They come out of the monthly tally. | Engadget and MacRumors, reporting the announcement |
| Replies in existing chats, and calls | Not limited, even after you reach the cap. The limit applies to new or unreplied chats. | WABetaInfo, citing WhatsApp |
| Messages in groups | Not addressed. Everything described concerns chats with individual people. | No statement from WhatsApp |
| Messages to a broadcast list | Not addressed. Broadcasts have their own monthly cap. | WhatsApp help centre, on broadcasts |
The mechanism rewards conversations, not volume. A message that starts a real exchange ends up costing nothing; a message nobody answers keeps counting.
How many messages can you send without a reply?
WhatsApp hasn't said. It announced the test without a figure because it was trying different limits, and as of October 2026 we found no number or list of countries published by WhatsApp. Figures quoted in videos and forum posts aren't confirmed by WhatsApp, and because the test uses different limits, one account's number may not match another's.
Nor does WhatsApp publish a daily message limit for the ordinary app. The tiers you may have read about, starting at 250, belong to Meta's Cloud API: they cap how many unique people a business can message outside a customer service window in a moving 24-hour period, and they are set per business portfolio. That is a different system from this monthly cap. WhatsApp's daily limits sets out which limit applies where.
Where does the limit apply in 2026, and is India included?
WhatsApp said the test would run in multiple countries but didn't name them, and as of October 2026 it hasn't announced a wider rollout. So it hasn't confirmed whether India is in this test, though in October 2025 it said India was one of more than a dozen countries in its broadcast-cap test.
What an affected account may see comes from WABetaInfo's look at WhatsApp beta for Android 2.25.31.5 in October 2025, where the feature, labelled New Chat Message Limit, was still in development:
- Notices as you approach and reach the monthly limit.
- A counter in settings showing how many new-chat messages you have sent.
- A form to request an exception, with reasons such as messaging customers or employees for business, contacting new personal connections, inviting people to an event, or having switched to a new phone.
Treat those as likely rather than certain; WhatsApp announced none of them. If your account has the limit, the pop-up is how you'll find out.
Who is likely to hit it
WhatsApp said average users won't usually reach the limit. The people who can are those whose first messages often go unanswered:
- Sales teams doing cold outreach from one number. Every opener to a lead who never replies counts, and so does every follow-up.
- Businesses chasing enquiries that went quiet. Three reminders to a silent lead are three messages against the limit.
- People who message many unsaved numbers, such as someone answering classified listings or an organiser inviting guests. Each chat counts until the other side writes back.
Chats with friends and family, and conversations the other person started, are not what it targets.
How do you avoid hitting the limit?
- Let people start the chat. A click-to-chat link on your website, invoice or poster opens a chat with your number; when the customer sends the first message, your replies belong to their conversation. Messaging without saving a number shows how to build the link.
- End the first message with a question worth answering, such as "Shall I send the timetable?" Each reply takes your earlier messages out of the count.
- Follow up once, not four times. If two messages have gone unanswered, a third mostly adds to the count.
- Only message people who asked. WhatsApp's guidance to businesses is that customers should expect what they receive: get an opt-in, make opting out clear, and honour it.
- Put announcements where people chose to be: a group they joined or a channel they follow, rather than dozens of new one-to-one chats.
- Stop when the warning appears, and finish the conversations that are open before starting new ones.
Pacing addresses a different risk: the reports and blocks that follow a burst of unwanted messages. It doesn't change the count. Fifty unanswered openers are fifty whether they go out in an hour or over a week.
What happens when you reach the limit?
You can't send more messages to people who haven't replied until the count frees up, either as people answer or when the monthly period ends. TechCrunch reported that the pop-up exists so people can avoid being blocked from sending, and WABetaInfo reported WhatsApp saying you can still reply in existing chats and answer calls.
It isn't a ban or an account restriction. A restriction is an enforcement action on an account WhatsApp believes is sending spam; restricted accounts explains what that looks like. Running into the monthly limit with messages nobody wanted is, though, the pattern that produces the reports behind restrictions.
Business messaging at volume
For a team, the durable answer is fewer strangers and more people who opted in, with replying made easy. WavesFlo's contact-list campaigns send each person their own one-to-one message, enforce opt-outs at send time across every campaign, and by default keep a 24-hour cooldown per recipient across campaigns, so two campaigns don't message the same person twice in a day. With the shared inbox, replies from every connected number land in one list, where the team answers them. None of that exempts a campaign from WhatsApp's count: an unanswered message counts the same whichever tool sent it. Messaging many contacts without a broadcast list covers when a campaign is the right tool.

Questions
Does WhatsApp limit messages to people who don't reply?
Yes, in a test announced in October 2025. Messages to people who haven't replied count towards a monthly limit for individuals and businesses, and WhatsApp shows a warning with your count as you approach it.
How many messages can I send on WhatsApp without a reply?
As of October 2026, WhatsApp hasn't published a number. It said it was testing different limits in several countries and that average users won't usually reach it.
Do messages still count if the person replies later?
No. Reports of WhatsApp's October 2025 announcement say that once the person replies, the messages you sent them come out of the monthly count of unanswered messages.
Is the unanswered-message limit live in India?
As of October 2026, WhatsApp hasn't named the countries in this test, so it hasn't confirmed India. It said in October 2025 that India was among more than a dozen countries testing its monthly broadcast cap.
Can I still reply to chats after hitting the limit?
Yes. WABetaInfo reported WhatsApp saying existing conversations and calls aren't affected; the limit applies to new chats that haven't had a reply.
Is this the same as the WhatsApp Business messaging limit?
No. The tiered limits that start at 250 people in 24 hours belong to Meta's Cloud API. The unanswered-message limit is a separate monthly cap WhatsApp announced for people and businesses.
