Meta offers WhatsApp to businesses in two forms. The WhatsApp Business app is a free app that runs one number from a phone plus up to four linked devices. The WhatsApp Business Platform connects a number to software through Meta's Cloud API, charges per delivered message for most messages a business starts, and is built for one-to-one conversations at volume.

This guide sets the two side by side for a business running many numbers and many people: what each costs, where each stops, whether one number can use both, and where a shared inbox over the app fits between them.

Platform pricing, messaging limits, co-existence and groups checked against Meta's developer documentation on 7 November 2026. App device limits as checked in WhatsApp's help centre on 5 October 2026. Both change; check the sources below before you decide.

When is the WhatsApp Business app enough?

  • One number, answered by up to five people at once: the phone and four linked devices.
  • Customers who write to you first, so most of your messages are replies.
  • Groups that matter to the business: dealer groups, batch groups, customer groups started from a phone.
  • No need for per-person logins or for hiding some chats from some people, which the app does not do.

The app's limits are per number. Each one has its own phone, its own linked devices and its own chat list, and a linked device logs out if the phone goes unused for 14 days. WhatsApp Business with multiple users covers every way to put a team on one number.

When does a large business need the Business Platform?

  • Notifications your own systems send at volume: order and delivery updates, appointment reminders, sign-in codes.
  • Marketing messages to people who opted in but have not written to you recently.
  • A chatbot or flow built on Meta's platform, or an integration that sends from your own software.
  • A number that does not need to live on a phone at all.

Volume on the Platform is governed by a messaging limit: how many different people a business can reach outside a customer service window in a moving 24 hours. A new business portfolio starts at 250, and the limit steps to 2,000, 10,000 and 100,000 before the top tier. The limit is set for the whole portfolio and shared by every number in it, so one busy number can use it up.

What does the Cloud API cost?

Meta has charged per delivered message since 1 July 2025, and the person receiving never pays. Marketing, utility and authentication messages are charged at rates set by the recipient's country. Since 1 October 2026, each business number gets 1,000 free service messages a month, the replies inside the 24 hours after a customer's last message, and Meta charges from the 1,001st. Utility messages inside that window are charged from the same date.

The connecting software is a separate cost: a provider's subscription, or your own developers' time. The Business app has neither.

Can one number use the app and the Cloud API at once?

Yes, with limits. Meta lets a WhatsApp Business app number join the Cloud API and keep the app, when it is onboarded by a provider that supports it and the app is version 2.24.17 or later. Contacts and the last six months of one-to-one chats can be synchronised. What changes when you connect:

  • Group chats are not synchronised to the Cloud API.
  • Broadcast lists are disabled: existing ones turn read-only and no new ones can be made.
  • View once, live location and disappearing messages are turned off in one-to-one chats.
  • Every linked device is unlinked. Supported ones can be linked again, but WhatsApp for Windows and WearOS cannot.

For a business whose customers talk to it in groups, the first line decides it. Meta's Groups API, explained covers the one group route the Cloud API has.

Where does a shared inbox over the app fit?

Between the two sits a third route that many businesses with a number per store, branch or dealer take: keep each number on the WhatsApp Business app, and put every number into one shared inbox. The numbers, the phones and the groups stay as they are, and the team works them together.

WavesFlo puts every WhatsApp number a business runs into one shared inbox. Each number links from its own phone through WhatsApp's Linked devices, so the phones keep working, and every chat and group arrives marked with the number it came in on. Teams give each conversation an owner, set access by role and number, and log notes to HubSpot or Zoho CRM.

Each link takes one of the number's four linked-device places, and its phone still needs opening every 14 days. WavesFlo is sold as one plan, Enterprise, quoted on the connected numbers and team members you run, billed annually; messages are not metered. See the shared inbox and WavesFlo for large businesses.

Which should a large business choose?

Which WhatsApp route fits which kind of work
If most of your WhatsApp isThe better fit
Customers writing to a number per store, branch or dealer, in chats and groupsThe Business app on each number, with a shared inbox over them
Notifications and sign-in codes sent from your own systemsThe Business Platform, through the Cloud API
One number, a handful of people, no need to divide the chat listThe Business app on its own
Marketing to large opted-in lists who have not written latelyThe Business Platform, within its messaging limit

Many large businesses end up running both: a Platform number for notifications, and the numbers customers already know for conversation. The Business app versus a shared inbox compares the second half in more detail.

Questions

Is the WhatsApp Business app free?

Yes. The app is free to download and use. Multi-agent, which raises the device limit to as many as 10 and adds chat assignment, comes with a paid Meta Verified for Business or Meta One plan, where Meta offers one.

What is the difference between the WhatsApp Business app and the Cloud API?

The app runs one number from a phone and is free. The Cloud API, part of the WhatsApp Business Platform, connects a number to software, charges per delivered message for most business-started messages, and limits how many people a business can reach outside the customer service window each day.

Can I use the WhatsApp Business app and the Cloud API on the same number?

Yes, through Meta's co-existence onboarding, with app version 2.24.17 or later. Group chats are not synchronised, broadcast lists turn read-only, and linked devices are unlinked when you connect.

How many messages can a business send on the WhatsApp Business Platform?

Outside the customer service window, as many different people a day as its messaging limit allows: 250 for a new business portfolio, rising in steps to 2,000, 10,000 and 100,000. The limit is shared by every number in the portfolio.

Does the Cloud API support WhatsApp groups?

Only through Meta's Groups API, as of November 2026: Official Business Account numbers can create invite-only groups of up to 8 participants. Groups started on a phone are not synchronised.

Which is better for a large business with many numbers?

It depends on the work. Conversations and groups on numbers customers already know suit the Business app with a shared inbox over every number; notifications sent from your own systems suit the Business Platform. Many businesses run both.
