Tools limit bulk sending in different units: campaigns a month (Wassenger 10 to 100), contacts a month (Gallabox 10,000 to 1 million), broadcasts (WATI 15,000 on Growth, unlimited above), credits (Periskope 3,000 per licence) and recurring messages per seat (TimelinesAI 50 to 2,000). None of those is WhatsApp's own limit, which applies to every number whichever tool sends. Read as of 27 October 2026.

What are the limits that are not the tool's?

  • WhatsApp's own: the app's broadcast list holds 256 contacts and only those who saved your number receive it.
  • Per-number sending risk: a number that sends too much, too fast, to people who did not ask can be restricted, whatever tool is used.
  • Meta's per-message charges on tools that use the Cloud API, which are separate from any plan cap.
  • A tool's limit is a ceiling on the plan, not a safe rate for a number.

What should you ask before you commit?

  1. What is the unit: campaigns, contacts, credits or messages?
  2. Does an unused allowance roll over?
  3. What does exceeding it cost, or does it stop?
  4. Is there a per-number or per-day ceiling as well as a monthly one?
  5. Is there a cooldown so one person is not messaged by three campaigns?

Where does WavesFlo fit?

For how pacing works when one list goes out over several numbers, see campaigns across many numbers.

WavesFlo puts no cap on volume and paces it instead, with limits on every number switched on by default and a canary that sends a large list to about 5% first and pauses itself on failures or STOP replies. Replies to those sends come back into the inbox shared by every number, where each one has an owner.

This is what each vendor's own pages stated on 27 October 2026. Where a page is silent the guide says so rather than guess, and plans and limits change, so confirm on the live page.

Questions

Which tool has the highest bulk limit?

Gallabox lists 1 million broadcast contacts a month on Advanced and WATI unlimited broadcasts at standard rates from Pro.

Do these limits protect my number?

No. They are plan limits. A number's safe rate depends on WhatsApp's own rules and on who you message.

What does WavesFlo limit?

Pacing, not volume: per-number daily and hourly ceilings, a cooldown per person and quiet hours.

Are Cloud API message charges part of the cap?

No. They are billed separately by category and country.
